The provider type sets density, contract and support model.
Compare sites on documents rather than brochures, and plan for two cities if the workload cannot stop.

Most searches for India colocation turn up tag archives and provider pages, not a buyer’s view of the market. That leaves chief information officers (CIOs), infrastructure heads and procurement teams putting together their own picture of which cities matter, what kinds of provider operate there and how to compare them fairly.

This guide is for Indian enterprises choosing where to place racks: banking, financial services and insurance (BFSI) firms with regulator-facing workloads, software companies with national user bases, and teams planning artificial intelligence (AI) clusters that need far more power per rack than a typical enterprise hall. It explains what shapes each market, how the main cities differ, which provider types exist and what to verify before signing.

It builds on our practical enterprise checklist for evaluating a colocation provider. That checklist covers how to test a single facility using its documents. This article covers the step before it: picking the cities and provider types worth testing.

What shapes an India colocation market

Five factors explain why capacity has clustered where it has. Each one is something you can check for any site you shortlist.

Cable landings and network reach

International traffic enters India through submarine cables that come ashore at cable landing stations (CLS). The Telecom Regulatory Authority of India (TRAI), in its recommendations of 19 June 2023 on submarine cable landing (Chapter 2, para 2.1), recorded 17 submarine cables landing in India as of end-2022, with Mumbai and Chennai holding the largest concentration. TRAI also recommended a second category of site, the CLS point of presence (PoP): a fibre distribution point linked to a main landing station. For a colocation buyer, this means coastal hubs offer the shortest path to international capacity. An inland site depends on how diverse its terrestrial fibre routes to those hubs are.

Power, land and state policy

Capacity is counted in megawatts (MW) of IT load, the power available to servers. Cushman & Wakefield’s India Data Centre H1 2026 Update puts operational capacity across the top seven markets at 1,789 MW, spread over 147 data centres run by 33 providers, with colocation vacancy at 14.9 percent. It expects another 3,860 MW of supply by 2030: 509 MW under construction and 3,351 MW in planning. Planned capacity is a pipeline, not built halls. Invest India notes that fiscal incentives and support for digital infrastructure are part of the national investment case. Data centre (DC) policies are notified by individual states, though, and their concessions differ and change. Read the current state notification for any site rather than relying on summaries.

Seismic, flood and cyclone exposure

Earthquake design in India follows IS 1893 from the Bureau of Indian Standards (BIS). In November 2025, BIS released a revised code, IS 1893 (Part 1):2025, with a new zone map that adds a Zone VI and places towns on a zone boundary in the higher zone. Reports in early 2026 say this revision was withdrawn and the 2016 edition reinstated. Because the edition in use has shifted, we do not list seismic zones city by city here. Ask each provider which zone and which edition of IS 1893 the building was designed to, and check the site address against the current map on the BIS website. Treat flood and cyclone exposure the same way: as a property of the plot, not the city.

Latency to your users and clouds

Latency depends on fibre routes, not map distance. Rather than relying on rules of thumb, measure round-trip times from your main user locations and from the cloud regions and payment or partner networks your applications call. Ask shortlisted providers for traceroutes from the facility, their carrier list and whether those carriers take physically separate routes out of the building.

Figure 1. The factors that decide where colocation capacity clusters: network reach, power and policy, site hazard and latency.

India colocation markets, city by city

Invest India describes Mumbai, Chennai, Hyderabad and Delhi NCR as the anchors of national data centre growth, with Bengaluru, Pune and Kolkata increasingly strengthening the ecosystem. Here is how each one reads from a buyer’s side.

Mumbai. Mumbai had 890 MW of operational capacity in H1 2026, about half of operational capacity across the top seven markets, and the largest upcoming supply pipeline at 1,726 MW (Cushman & Wakefield, H1 2026). It is one of the two cities TRAI names as having the largest concentration of submarine cables. It suits workloads that need international reach and many carriers. The trade-offs are land and power constraints in a dense metro, and monsoon waterlogging, which varies by plot and deserves a site-level check.

Chennai. Chennai had 214 MW operational in H1 2026 (Cushman & Wakefield) and is the other city TRAI names for cable concentration. It is a natural east-coast counterpart to Mumbai for international connectivity and for a second site. Ask about cyclone design and flood history for the specific plot.

Hyderabad. Hyderabad had 151 MW operational in H1 2026 (Cushman & Wakefield). It is an inland market, so its international traffic travels over terrestrial fibre to the coastal landing stations. It often suits large campus builds and enterprises that want to stay away from the coast.

National Capital Region (NCR). Delhi NCR is one of the four anchor markets Invest India names. It sits close to a large base of enterprise and government users in north India. It has no submarine cable landing of its own in TRAI’s end-2022 list, so ask how diverse its fibre routes are to both Mumbai and Chennai.

Pune. Pune is one of the markets Invest India lists as strengthening the ecosystem. It is close to Mumbai by road and fibre, which makes it a candidate for a paired site that shares carriers with Mumbai while sitting outside its densest flood-prone areas. Check how separate the routes really are.

Bengaluru. Bengaluru also appears in Invest India’s list of growing markets. It is close to a large technology workforce and engineering teams, which helps when you want staff near the hardware. Like Hyderabad, it reaches international capacity over terrestrial fibre.

Kolkata. Kolkata is the largest market in eastern India. TRAI’s end-2022 count had no submarine cable landing in West Bengal, though TRAI’s 2022 consultation paper named Digha in West Bengal as a new landfall location for planned cables. West Bengal state officials announced in 2024 that a Digha landing station would be operational by the first quarter of 2026. We have not confirmed its commercial service status, so verify it with carriers before counting on it. As with every city, ask for flood mapping for the exact plot.

Central India. Inland cities such as Indore and Raipur sit away from both coasts and the dense metro grids. They are suited to disaster recovery (DR) sites, AI training clusters and campuses that need land and power more than international reach. Their network quality depends on diverse fibre to both coastal hubs, so that is the first thing to test.

WHAT TO VERIFY
The current operational and contracted power for the specific building, not the city.
The seismic zone and IS 1893 edition used in the structural design, checked against the current BIS map.
Flood, waterlogging and cyclone records for the plot, plus plinth height.
A carrier list, and proof that those carriers take physically separate routes out of the building.
The status of any cable landing or substation the provider’s pitch relies on.

Figure 2. India’s colocation markets: coastal cable hubs, inland metros and Central India.

Four provider types and when each fits

Within any city, providers fall into roughly four types. The type often matters more than the brand, because it decides your minimum commitment, rack density and how much control you keep.

Hyperscale campuses. Large multi-building sites built for cloud platforms and very large tenants. They suit buyers who commit to whole halls or multi-megawatt blocks. Smaller enterprises may find the minimum commitment and standard contracts hard to fit.

Enterprise retail colocation. Racks, cages and private suites with shared cooling and power. They suit most enterprise and BFSI workloads that need certified facilities, remote hands and many carriers, typically at moderate rack densities.

Edge facilities. Smaller sites near users in tier 2 and tier 3 cities for low-latency delivery and local processing. Our post on how edge AI colocation is changing Indian startups covers where these fit. The trade-off is less on-site depth and fewer carriers than a metro hub.

AI-ready, high-density facilities. Halls designed for graphics processing unit (GPU) racks, with liquid cooling and power delivery well above traditional enterprise levels. The Power Shift explains why most Indian data centres were not built for this, and five signs your AI infrastructure has outgrown traditional colocation helps you tell when you need one. Teams designing a dedicated AI site can draw on AI data centre consultancy before committing to a hall.

Many enterprises end up using two types: enterprise retail for core systems and an AI-ready or edge facility for a specific workload. That split is a sound design as long as the network between the sites is planned from the start.

Figure 3. Three multi-city patterns: separate hazard regions, coastal hub with inland compute, and metro edge with a central core.

Where Central India fits, and where RackBank sits

Central India works best as part of a footprint rather than a replacement for the coastal hubs. Its strengths are land, room to grow power and distance from the coastline. That lowers exposure to storm surge and cyclones, though it does not remove seismic or flood risk. Like any site, an inland facility should be checked for its own design seismic zone under the current BIS map and for its flood record. Its main dependency is network: diverse terrestrial routes to both Mumbai and Chennai.

This is where we operate. RackBank Datacenters was founded in 2013 and is headquartered at Crystal IT Park, Indore. In 2025, the Chhattisgarh Chief Minister inaugurated our Raipur AI Datacenter Park: a 13.5 acre site with an initial investment of Rs 1,000 crore, designed for more than 100,000 GPUs. The announced plan is for phase 1 at 80 MW, with plans to scale to 160 MW in later phases. The park is designed for direct-to-chip liquid cooling and immersion cooling. Further phases are plans and will be confirmed as they are commissioned.

For a buyer, the practical question is whether an inland, high-density site complements your coastal presence. Typical fits are an AI training cluster, a DR site in a separate hazard region, or a growth campus where metro halls cannot supply the power you need.

Figure 5. Cushman & Wakefield’s H1 2026 update puts it at about half of operational capacity across the top seven markets, with the largest upcoming pipeline as well. Chennai, Hyderabad and NCR follow as the other anchor markets.

Is Mumbai or Chennai better for colocation?

Neither is better in general. Both have the largest concentration of submarine cables in TRAI’s records, so the choice usually depends on where your users and partners are and on the hazard profile of the specific plot. Many enterprises use one as primary and the other as a second site.

Should a disaster recovery site be in a different city?

For workloads that cannot tolerate a long outage, a different city in a different hazard region is the safer design. Two sites in the same metro can share a flood, grid or fibre event. Check that the fibre routes and utility substations between the sites are truly separate.

How close to a cable landing station should a colocation site be?

It matters most for interconnection-heavy and international workloads, where a coastal hub shortens the path to global capacity. For domestic users, AI training or DR, diverse terrestrial fibre to the landing cities usually matters more than proximity. Measured round-trip times are a better guide than distance.

Can a Central India data centre serve users in the metros?

Yes, for many workloads, as long as the site has diverse fibre routes to the coastal and northern hubs. Ask for traceroutes and round-trip times to your user locations before deciding. Latency-critical front ends may still sit at a metro or edge site, with the heavier compute inland.

NEXT STEP<br
